So, I wanted to say that, "I got published in a magazine." That was the plan, anyway.

I figured $75/photo is decent - this is typically what a newspaper might pay for a news photo. A magazine, which requires a higher resolution file - especially one that's custom sized for the client, etc. would be higher.

So, I get this new client. I ask twice what they're willing to offer. No answer to this specific question, only "submit an invoice." Fine. I compromise and offer the five, higher resolution photos custom-sized... For $75/each.

At this point it's worth pointing out that said client charges anywhere from $125 for a tiny B&W ad to $600 for a full-page color ad...

Client comes back with, "can't offer more than $15 for each photo."

Really?

That's kind of my reaction too. Not only does it devalue my photos, but those of others as well. It would be contributing to the problem. Not that I can change the situation in the industry myself, but it doesn't mean I have to go with the status quo, either...

There are many "starving" artists that will take what they can to get their images out there, but $15 is around stock image pricing and that isn't good enough when your dealing directly with the photographer...kind of insulting

Well, this might not win the popular vote, but I've decided to let them use the photos. Why on Earth would I do that, you might ask... Only because they're a community-building magazine, trying to promote the rebirth of a local community. It's run by the town itself and they truly have limited funds; they support the magazine through ads... And I checked their last issue, which had rather limited ads (so it's not like they're making a ton of money or anything).

Were they a "regular" magazine or a newspaper I would not have gone for it. So consider it my "gift" to the town.

Here are the five photos that are being published, which are from an event in said town (the Hofstra Dutch Festival 2012):

I suppose there's the bonus that it adds to your CV, though 15 bucks is taking the you know what?

Indeed. I'm not happy with the payout, but it's something - plus, like you said - padding the CV a bit. It's for a "good cause" of sorts, which is really the reason I went for it.

Well if it's for a community newspaper/magazine the $15 budget is a little more understandable. As Kevin said its good for the CV and if it helps the rebirth of a town (a cause you care about) then its an added bonus.

Congrats on the sale, if not the price. Local paper, local interest, small-ish town, I don't know - $75 a piece may in fact be too high. Keep shooting, move on to the next sale. Eventually you may be "recognized" and command more $$.
